In a small bowl combine the sugar, oil, honey and rose water. Mix together until a thick past forms. If it starts to separate, place in the fridge for a few minutes to allow the coconut oil to harden.
Scoop into small containers with tight fitting lids. Will keep for a few months.
When ready to use scoop a little out with your fingertips and gently massage onto your lips for 2-3 minutes. Rinse off with warm water or lick off, it is edible!
